It looks like Apple is planning to release an official video chat app for their iPad 2.  Apple did mention that they had plans on releasing the app time this year.  Apple demonstrated a video on their YouTube channel and then for some reason took it down. This could be a sign that Apple plans on releasing the app sooner than later.
As seen in the video there are options of camera swapping, full-screen video, integrated messaging that can pop up over your call, and some  animation. The disclaimer on the video notes that “Actual video and audio call quality may vary based on the speed and quality of your WiFi or 3G connection” which means there is a chance that video calls can be made over 3G.  Which one of the carriers will allow this is to be determined.
