A brand new report filed by NYPD’s federal monitor has made adjustments and recommendations that would now require officers to have “reasonable suspicion” before preforming a ‘stop and frisk’ procedure. Officers would be required to fill out a form with an explanation for the stop. Under this recommendation, officers would have to give the “tear-off information card” to anyone stopped and not arrested, which includes their name, rank, command and shield number.

Friday (August 7th) lawyer Peter Zimroth said, “The proposed procedures also require documentation of all stops and make more explicit the responsibilities of supervising officers up the chain of command,” in his final recommendations filed in Manhattan federal court.
On the information card, officers will be required to check off one of seven boxes that explain the reason for the stop. These options include, Concealing or Possessing a Weapon,” “Engaging in a Drug Transaction,” “Casing Victim or Location” and “Other.”
By doing this Zimroth believes it could eliminate race, age and gender being the only reason for a stop and frisk. He said, “The procedure states that police action, including stops, frisks, arrests or other law enforcement actions, may not be motivated, even in part, by the actual or perceived color, ethnicity, or national origin of an individual.”
The new “receipt” policy is set to begin September 21st, 2015. What do you think about this policy? Sound off in the comments. Click the gallery to see what the cards would look like.
