This isn’t exactly shocking or really all that bad, considering 99.9% of college kids partake in such activities on a daily basis. It’s just not too good a look for squeaky clean Justin Bieber, who has a legion of young fans to be a role model to, whose parents are really not going to appreciate this. There’s some discrepancies as to where the photo was taken and when, but whether it was last year or this year, Georgia or Canada…none are legal for the Biebs.
