The best place to measure is about one inch above the base, and if you have more than five and a quarter inches (DAMN BOY!) you need to go for the larger condom!
Here’s advice on how to keep it on:

If the condom isn’t fully unfurled the ring of rubber at its base can enter your partner and be dragged off.
