New Orleans Saints quarterback Drew Brees, Chicago Bears running back Matt Forte and Baltimore Ravens running back Ray Rice are not expected to report to the start of the team’s voluntary workouts Monday after being tagged as their teams’ franchise players, according to league sources.

Forte and the Bears have been unable to reach a long-term contract agreement and Forte does not plan to report at this time without a new long-term deal.

All players under contract are expected, although not required, to participate in the voluntary workouts.

Brees, Forte and Rice have refused to sign their franchise tenders and play under one-year contracts.

Forte completed his rookie contract and would be set to make $7.742 million as the Bears’ franchise player, a significant increase from his 2011 salary of $600,000. Brees could make $16 million by signing the tender.

Teams have until mid-July to work out a new deal or franchised players will have to play 2012 under the tag.
