The stings were carried out after complaints from concerned Los Angeles County Lifeguards, the Manhattan Beach Police Department said in a news release.
Lifeguard staff at the Marine Avenue headquarters had noticed vandalism and “suspicious activity” by men in the bathroom, police said.
The lifeguards reported that the same men were loitering in the area as well as inside the bathroom for long periods of time.
Lifeguards and maintenance staff also found graffiti depicting graphic sexual images, along with holes drilled in the partitions of bathroom stalls.
Detectives started monitoring chat rooms and social networking sites for discussions about the Marine Bathroom.
They learned that the restroom was being used as a meeting place for sexual activity.
Undercover detectives set up surveillance at the location and, within minutes of their arrival, they made their first arrest.
Police conducted a total of six operations, and 18 adult males were arrested.
They were booked on sex-related charges including: soliciting/engaging in lewd conduct in a public place; loitering in/around a public toilet for the purpose of soliciting/engaging in a lewd or unlawful act; utilizing a peephole in a restroom — invasion of privacy; and indecent exposure.
Manhattan Beach police say they will continue to conduct undercover operations at public restrooms periodically.
Anyone found to be participating in illegal activity will be arrested.
