According to rumors Sony may integrate Skype to its device, even though Sony competitor Microsoft has just acquired Skype for $8.5 billion.  Microsoft  who also plans to incorporate it into Xbox Live, that might not stop Sony from offering Skype functionality for its  the PlayStation Vita.
An image from a Sony presentation given in the Brazilian city shows a range of logos, which included an image logo of Skype. During E3 Sony did lists the specs for the Vita but did not mention anything about Skype being included , but the Vita’s predecessor–the PSP–does offer Skype support so this can be an indication that Skype is heading to the Vita.  Skype is the leading provider in the consumer voice over IP space, with 170 million users worldwide. Services include free standard and video calls between Skype users on home computers.
